WTO members need to focus and value trade as an important element and engine for growth and development.Despite the fact that some members have very clear policy documents on trade but implementation is not in their side. Opening up economies has been accompanied by non tariff barriers due to unfair competition from developed worlds.In conclusion trade itself is not sufficient for development other elements need to be taken on board in policies of the countries. The charter of WTO recognizes itself as a rule based system and a rule based system of trade does not require negotiations on legally binding agreement on sustainable development because these are inherent attributes of a rule based system. Nothing bars WTO agreements to be read with Agenda 21 or sustainable development mandates. Thus the conceptualisation of trade under WTO carries with it developmental aspects.spandey [view message]

If trade merely causes employment to shift to the lowest cost country then it becomes a zero sum game. Thus, trade without development is not ironical. Without a legally binding WTO requirement to achieve \"sustainable development\" I do not see \"Trade Working for Development\". In fact I see the total opposite occurring. Trade without development is ironical. Members should focus more on impacts of trade for example, trade related technological concerns having impact on environment. Trade should be able to bring employment and not only concentration of wealth. This mandates opening up of services sector and allowing free movement of persons. This perspective of trade would herald development and members should take measures to achieve the same.spandey [view message]

It is clear that the 21st century poses unique challenges for the world at large. For centuries developed countries have extracted mineral and other resources from developing countries or \"colonies\", adding value to those raw materials and increasing their national wealth, while leaving the developing countries, except for the few persons who facilitated the extraction, worse off. More and more people in more and more of these developing countries are expressing their disgust at this state of affairs and are less and less trusting of new initiatives like the WTO which they feel are a thinly veiled continuation of age old imperialism. I agree totally with Rosalea Hamilton\'s assertion that the age of special arrangements is over and that developing countries must now move to develop policies that will ensure that they are able to participate in world trade. WTO in my view has to insist on workable solutions for the workings of free trade. Imposition of penalties on members who are not adhering to the principles of the agreements reached. Also, i feel the big states have much more leverage to make things happen if they want. So it would be necessary to encourage them to ease their sometimes protectionist attitude to trade. perhaps, creation of incentives to encourage dogmatic approach to conditionalities is necessary. julius [view message]
